Andhra Pradesh Introduces Incentives and Strategic Partnerships to Accelerate Green Building and Net-Zero Goals

Vijayawada, August 08, 2025: The Indian Green Building Council (IGBC), in collaboration with the Government of Andhra Pradesh, convened the “IGBC Green Andhra Summit 2025” in Vijayawada to push forward the state’s sustainable development agenda. Held under the theme “Accelerating Green Growth in Andhra Pradesh – Towards a Net-Zero Future”, the summit brought together public officials, industry leaders, and sustainability experts.

A major highlight of the summit was the announcement of dual financial incentives by the state government to promote IGBC-certified green buildings. Multi-storied buildings rated Silver, Gold, and Platinum will now be eligible for impact fee discounts of 10%, 15%, and 20% respectively. Additionally, Andhra Pradesh RERA will refund project registration fees in similar proportions upon submission of final IGBC certification, starting August 5, 2025.  

The event was inaugurated by Shri Ponguru Narayana, Minister for Municipal Administration and Urban Development (MA&UD), Government of Andhra Pradesh, alongside senior government officials and IGBC leaders. Speaking at the summit, Shri Narayana said, “As we march towards Swarna Andhra 2047, our ambition is to transform Andhra Pradesh into a global symbol of sustainability, where economic growth, innovation, and environmental harmony go hand in hand. With over 550 green-certified projects spanning 612 million sq. ft., and bold initiatives like the Green Hydrogen Valley, 20 GW of renewable energy development, and Zero-Budget Natural Farming, we are laying the foundation for a Net Zero state by 2040.” 

The state government also formalized two key Memoranda of Understanding. The first, between Andhra Pradesh Metro Rail Corporation Limited (APMRCL) and CII IGBC, aims to embed green practices into metro infrastructure. The second MoU, between the Greater Vizag Municipal Corporation (GVMC) and CII IGBC, focuses on integrating sustainability into Vizag’s urban development framework.

Shri Suresh Kumar S, IAS, Principal Secretary, MA&UD, Government of AP, said, “The Green Andhra Pradesh Summit marks a defining moment for the state’s commitment to sustainability. Greening the construction sector is an environmental imperative, and green buildings must become the norm. Together, these measures support building a climate-resilient and sustainable ecosystem. Achieving Net Zero is not the task of a few, but the responsibility of all.”

Mr. C Shekar Reddy, National Vice Chairman, IGBC, noted, “Andhra Pradesh is uniquely positioned to lead India’s green building revolution, aligned with the national goals of 500 GW non-fossil energy and the Green Hydrogen Mission. IGBC has set an ambitious goal, to gift India 50 square feet of green and Net Zero built space per citizen by 2047.”

Over 110 projects were registered at the summit, bringing the total IGBC-registered footprint in the state to over 500 projects, covering 612 million square feet. These include commercial, residential, industrial, transit, and two Net-Zero certified projects.

Addressing the closing session, Shri Kanna Babu, IAS, Commissioner, APCRDA, said, "Today marks a significant milestone as 116 projects have been awarded the IGBC Green Crusaders Certification, underscoring Andhra Pradesh’s unwavering commitment to sustainability. My vision is for every project across Andhra Pradesh—be it homes, schools, offices, or factories—to adopt green building standards and ultimately achieve Net Zero status.”

Vijaya Sai Meka, Chairman, IGBC Amaravati Chapter, emphasized the importance of continued collaboration, stating that Andhra Pradesh’s path to becoming a model for green transformation lies in shared commitment and bold action.
