Mumbai, February 27, 2026: Veolia has secured two 15-year operations and maintenance (O&M) contracts for Mumbai’s upcoming Bhandup and Panjrapur Water Treatment Plants (WTPs), strengthening its presence in India’s municipal water sector.
The contracts mark the largest municipal water sector agreements signed by a French company in India. The combined treatment capacity of the two plants will be 2,910 million litres per day (MLD), equivalent to 2.91 million cubic metres per day.
Veolia has been appointed as the technology provider and O&M partner for the 2,000 MLD Bhandup WTP and the 910 MLD Panjrapur WTP. Developed by Welspun Enterprises Ltd, both facilities are expected to be fully operational by 2030 and together are projected to meet more than 60% of Mumbai’s water demand.
The plants will deploy advanced treatment technologies designed to optimise land use, reduce energy consumption and improve operational efficiency. The company stated that the systems are tailored for high-density urban environments.
Veolia’s bid drew on its 25 years of experience in India, including its role in the Nagpur water supply project, which operates five water treatment plants with a combined capacity of about 786 MLD. Through digital tools such as Hubgrade®, the Nagpur project reduced Non-Revenue Water (NRW) from around 70% to below 30% while providing continuous pressurised supply to over 3.5 million residents. Veolia also operates Nangloi Water Services in Delhi and manages water infrastructure projects across Karnataka.

Beyond municipal water, Veolia continues to expand in hazardous waste treatment and energy solutions in India. The company operates Gujarat’s first Zero Liquid Discharge facility in Ankleshwar and is developing a hazardous waste landfill in Magnad with a capacity of 15 million metric tonnes and a 30-year operational lifespan. It also operates a 5-tonne-per-day carbon capture plant for Tata Steel in Jamshedpur.
The new Mumbai contracts align with Veolia’s plans to scale its water, hazardous waste and energy operations in India over the coming years.
