Bihar Launches Real-Time CSR Portal to Attract ₹5,000 Cr for Inclusive Development

Bihar, August 18, 2025: In a pioneering move aimed at fostering transparency, trust, and targeted impact in corporate social responsibility (CSR), the Government of Bihar has officially launched a real-time CSR Portal — a digital platform that allows corporates, NGOs, and the public to track CSR fund inflows and project outcomes across the state.

Launched by Bihar Deputy Chief Minister Samrat Choudhary, the portal is envisioned as a high-impact tool to mobilize ₹5,000 crore in CSR funds over the next few years, creating a shared platform for collaboration between government, industry, and civil society in addressing development challenges.

The portal, developed under the guidance of the Department of Industries, Government of Bihar, offers real-time access to CSR projects, fund utilization status, partner details, geographies covered, and sectoral focus areas. It is designed not only as a digital repository but also as a collaborative matchmaking tool — connecting companies with credible NGOs and district-level needs.

Speaking at the launch, Deputy CM Choudhary emphasized the government’s commitment to creating an enabling ecosystem for sustainable development through private sector participation. “This portal reflects our resolve to bring transparency and accountability to CSR investments and ensure that corporate contributions are aligned with the state’s socio-economic priorities,” he said.

The platform is expected to function as a ‘single-window CSR gateway’, streamlining proposals, approvals, reporting, and impact tracking.

Key Features of the CSR Portal

  • Real-time Dashboard: Tracks CSR inflow, sectoral distribution, district-wise funding, and project status.
  • Open Access: Publicly accessible interface that allows citizens and civil society organizations to view ongoing and completed projects.
  • NGO Registration & Mapping: Verified implementing partners can register, upload proposals, and seek corporate funding.
  • Corporate Interface: Companies can upload CSR strategies, view priority areas, and align their CSR policies with district-level requirements.

Importantly, the portal allows district magistrates to upload local development needs, which can then be matched with corporate CSR strategies — enabling more need-based and decentralised CSR deployment.

Why This Move Matters

The launch of the Bihar CSR portal comes at a time when the state is actively trying to reposition itself as a destination for responsible investment and inclusive growth. Despite its vast development potential, Bihar has historically received lower CSR allocations compared to industrialized states, primarily due to perceived challenges in implementation, monitoring, and visibility.

According to India CSR, Bihar received less than 1.5% of India’s total CSR spend in FY 2022–23, even though it houses over 8% of the country’s population and grapples with multidimensional poverty, malnutrition, unemployment, and infrastructure gaps.

By launching a transparent, real-time portal, the state aims to break this cycle of underinvestment and low trust by offering verifiability, visibility, and value alignment for corporate donors.

Sectoral Priorities: What Bihar Wants to Fund

The CSR portal outlines seven high-priority areas for CSR collaboration:

  2. Education & Skilling
  3. Livelihood Generation
  4. Women & Child Welfare
  5. Clean Energy & Environment
  6. Infrastructure Support for Marginalised Areas
  7. Water, Sanitation & Hygiene (WASH)

These focus areas are aligned with Bihar’s District CSR Vision Plans, which have been developed by local administrations to reflect contextual development gaps.

The platform is also expected to democratize access to CSR funds by empowering grassroots NGOs, especially those operating in remote and underserved districts. By ensuring equal access to project listings, proposal templates, and donor information, the portal addresses one of the most pressing challenges in the CSR ecosystem — the lack of visibility for credible, local NGOs.

This open-access model is particularly important in a state like Bihar, where civil society has historically played a vital role in delivering health, education, and livelihood programs in resource-constrained areas.

Analysis: A Model for Other States?
