CSR fund allocation to Jharkhand, Chhattisgarh dips when national average grows at 85%

New Delhi, 8 February 2021: The CSR funding to tribal-dominated states of Jharkhand and Chhattisgarh has witnessed a de-growth over the period of 2014-19 when the overall CSR funding in India grew by 85 per cent.

As per the Ministry of Corporate Affairs, the CSR funding to the states of Chhattisgarh and Jharkhand dipped over the period of 2014-19 dipped by 16% and 12% respectively.

The CSR funding data available with government of India suggests that the state of Chhattisgarh received a total CSR fund of Rs 135.5 Cr in the year 2018-19. This is around Rs26 Cr less than the amount it received in 2014-15.

Similarly, the state of Jharkhand also performed poorly with just Rs 70 Cr of CSR fund in 2018-19 as compared to close to Rs 80 Cr in 2014-15.

Negative CSR fund growth – Jharkhand & Chhattisgarh clubbed with J&K 

The MCA data also suggests that only four states in India witnessed a negative growth in CSR funding over 2014-19. The Naxal affected Chhattisgarh and Jharkhand are among the four states along with north-eastern state of Mizoram and erstwhile state of Jammu and Kashmir.

According to the CSR funding data from Ministry of Corporate Affairs (MCA), the Jammu and Kashmir region which is now re-organised in two union territories of Jammu & Kashmir and Ladakh, saw the CSR spent coming down from Rs 43.7 Cr in 2014-15 to Rs 35.25 Cr in 2018-19

During the same period, the CSR fund allocation to Mizoram came down from Rs 1 Cr to merely Rs 10 lakh.

Varied Spending Pattern on CSR sectors

The Jharkhand and Chhattisgarh, however, witnessed different patterns in how the sector-wise CSR funds changed over 2014-19.

For example, the state of Chhattisgarh witnessed a steep decline in CSR fund for Education and Rural Development. The state recorded the CSR fund for Education, Differently Abled, Livelihood coming down from Rs 76 Cr in 2014-15 to merely Rs 32 Cr in 2018-19. Similarly, the CSR spent on Rural Development came down from Rs 41 Cr to Rs 16 Cr.

Interestingly, in Jharkhand, the CSR spent on Education and Livelihood increased more than three times from Rs 9 Cr in 2014-15 to Rs 31 Cr in 2018-19. However, the spent on the "Health, Eradicating Hunger, Poverty and Malnutrition, Safe Drinking Water, Sanitation" decreased from Rs 40 Cr to Rs 20 Cr.
