Special features of the organization
With the advent of independence, the responsibility of making India self-reliant and a technically advanced modern nation, the concept of planned development was initiated by India s first Prime Minister, late Pt. Jawahar Lal Nehru. In order to achieve this goal, a new look at India s public policies became imperative and essential. With the meager resources and plethora of public demands for exploiting the natural resources of the country, and with a view to make the same as vehicles of progress and effective tools to remove poverty, illiteracy, etc. the concept of planned development became an urgent necessity. In order to frame policy capsules for overall progress in all fields, it became essential that a scientifically collected data-base be attempted, on the basis of which, sound development strategies be evolved. Shri Mathur discussed this problem with knowledgeable persons of Society and came to the conclusion that an organization to fill this gap be created, and the Shiv Charan Mathur Social Policy Research Institute ultimately became the out-come of this exercise. , This Institute (SCM SPRI) was conceived to meet these challenges, and thus, became an innovative research facility, which would attempt to create a scientifically collected data-base on the basis of which, identification of priorities of the State of Rajasthan were to be determined. With the initial short-comings and difficulties, this organization has come up as a full-fledged scientific and organized research out-fit, in which the intellectuals, knowledgeable personalities of society and a dedicated group of researchers were engaged; and on the basis of their tireless efforts, this Institute has now become a most well-organized forum for achieving the desired goal. Over the last 15 years, the Institute has developed all necessary infrastructure for achieving this goal, including a well-designed building, which is nearing completion. In the Executive Committee of SCM SPRI, renowned experts extended their helping hands in making the institute a full-fledged organization. The Institute has uptill now conducted researches on various aspects of Rajasthan s development and its inherent problems. , Timely assessment of public opinion about the initiated government policies and announcements, involving vast masses of the people, came handy to the researchers of this Institution. Policy research is a new area of scientific enquiry; and right from the outset, with the help and assistance of knowledgeable people, who are familiar with idioms of research methodology, it was proposed to concentrate on short-term projects in four or five thrust areas. The research findings of the Government of Rajasthan for adopting policies concerning the teeming millions of the State. The institute is now in a position to undertake research on various aspects of human life and needs of development, suiting to different regions of Rajasthan and the country as a whole.
