Internet Governance and Government Engagement strategies – contribute to the global Government Engagement (GE) Function’s development and updates to these strategies.
Global Stakeholder Engagement – contribute to the Global Stakeholder Engagement Function’s development and updates to its strategies.
Develop strategy and implementation plans for government engagement for APAC, and stakeholder engagement in South Asia partnering with the VP, Stakeholder Engagement and MD - APAC as part of the APAC Regional Plan.

Primary Responsibilities include

GE/IGO

  • IGO and Multilateral Engagement – Oversee ICANN’s engagement and participation in IGO and multilateral fora in the region, such as meetings of the International Telecommunications Union (ITU) and Asia Pacific Telecommunity (APT), and others.
  • Government Engagement Publications – Participate in the drafting of analyses and informative papers on governmental and IGO activity relevant to ICANN’s mission.
  • Regulatory and government initiatives’ monitoring – support GE’s monitoring and analysis of legislative, regulatory and governmental policy initiatives in the region that have the  potential to touch on ICANN org’s mission, the management of the unique identifiers as well as the operations of contracted parties (registry operators and registrars), and the wider community/Internet’s technical functions; in partnership with the ICANN Legal team.
  • Report and advise on these impacts, partnering with GSE function, OCTO and Legal to engage with relevant stakeholders, including in the submission of public comments.
  • Coordinate with other Internet ecosystem organizations as appropriate.
  • GE Liaison – Provide subject matter expertise to the wider ICANN organization on issues and processes affecting ICANN’s mission and mandate in relation to government action and community responses.
  • Government and Government Advisory Committee (GAC) Engagement - Organize regular government briefing events with national government ministries and regional governmental bodies in the region on issues that touch on ICANN’s mission.

Stakeholder Engagement

  • Liaise with stakeholders from different sectors/groups: Government, Industry associations, Domain Name registries and registrars, Internet companies, network operators, technical community, academia and civil society.
  • Advance ICANN's interests through public education of ICANN's work, and actively communicate ICANN's policies, policy processes and issues to stakeholders.
  • Analyze national developments, create position papers and reports to communicate strategy, both internally and externally.
  • Engage with national, regional and intergovernmental as needed.
  • Serve as ICANN organization’s spokesperson in South Asia, prepare and give speeches, briefings, presentations and media releases as required.
  • Direct organization policies and objectives in South Asia.
  • Identify public policy influences, political issues, trends that may impact work in South Asia.
  • Report and counsel on South Asia developments to regional and global management to further strategic planning.
  • Facilitate and oversee training workshops and community events.

 

Knowledge, Skills and Abilities:

 

  • Knowledge of the Internet, Domain Name System and common related issues is considered a strong value ? add.
  • Strong diplomatic skills and previous experience in working with governments in the areas of Internet Governance and Internet policy is strongly preferred.
  • Able to communicate complex and often controversial information, concepts, policies and positions, verbal and written, to internal and external audiences.
  • Excellent communicative aptitude - must be confident, conversant and persuasive.
  • Strategic thinking and strong problem–solving skills, with proven ability to map a viable engagement strategy and implement it.
  • Independent self ? starter, able to work autonomously and enjoy such flexibility.
  • Exposure and confidence in multi ? cultural settings.
  • Successful involvement in high level public-private negotiations.
  • Exemplary networking and influencing skills, able to work effectively and form relationships with senior members of both public and private organizations, preferably in the Internet or Information Technology sectors.
  • Strong project management skills.
  • Ability to work in a globally distributed organization.
  • Ability to work with highly diverse workforce.
  • Able to work independently (self-motivated).

Working Conditions & Physical Requirements:

  • Ability to travel without restrictions globally, frequently with limited notice is required.
  • Work may be performed from home, or in a normal office environment with limited privacy and some exposure to background noise.
  • While performing the duties of this job, the employee is frequently required to stand and walk. The employee regularly is required to sit. The employee is frequently required to talk or hear; use hands and arms to reach, handle or feel. About Organisation

The Internet Corporation for Assigned Names and Numbers is an American multistakeholder group and nonprofit organization responsible for coordinating the maintenance and procedures of several databases related to the namespaces and numerical spaces of the Internet, ensuring the network's stable and secure operation.

To reach another person on the Internet you have to type an address into your computer - a name or a number. That address has to be unique so computers know where to find each other. ICANN helps coordinate these unique identifiers across the world.

Without that coordination we wouldn't have one global Internet. ICANN was formed in 1998. It is a nonprofit public-benefit corporation with participants from all over the world dedicated to keeping the Internet secure, stable and interoperable.

It helps promote competition and develop policy on the Internet’s unique identifiers. ICANN doesn’t control content on the Internet. It cannot stop spam and it doesn’t deal with access to the Internet. But through its coordination role of the Internet’s naming system, it does have an important impact on the expansion and evolution of the Internet.
