Vital Strategies is providing technical assistance to cities in Asia, Africa, and Latin America to improve their capacity for public health surveillance and analysis to guide and monitor interventions to reduce road traffic deaths.

The Technical Advisor will be responsible for supporting city and state government agencies in enhancing road traffic injury surveillance systems. The work will be primarily with four cities in India (Mumbai, Pune, Delhi, and Bengaluru) and one state (Maharashtra), with secondary support to other cities (Bangladesh, Vietnam, and Malaysia) to support the Senior Technical Advisor, Road Injury Surveillance for the Asia region.

This position will be based in New Delhi, however remote working options from other cities in India may be considered.

Primary Responsibilities include

 

  • Support, guide and provide assistance, to city governments for road injury and fatality data sources, analytics, coordination, integration, and use;
  • Identify strengths, gaps, and institutional opportunities in the police, transport, and health sectors based on comprehensive baseline study of road injury surveillance system assessments already conducted;
  • Develop strategic plans to improve city road safety surveillance systems over a 4-year period, according to baseline assessments conducted;
  • Identify institutional opportunities to engage for improved Road Traffic Injury surveillance workflows and systems;
  • Develop, adapt, and deliver training modules on various aspects of road traffic injury surveillance, including data management, analysis, visualization, geographic information management, and spatial analysis, and data used for planning, monitoring, and evaluation;
  • Coach and train local embedded surveillance coordinators, other team members, and stakeholders in the four cities to implement work plans. Work plans will include the improvement of crash data system structure, injury coding, and documentation practices, data quality monitoring and validation, analysis and visualization of data, geocoding and spatial analysis of data, and development of comprehensive reports and other products to promote evidence-based planning and monitoring;
  • Support the development or enhancement of comprehensive road safety outcomes reports at least annually, and dissemination of core indicators to initiative partners at least annually;
  • Provide technical support and operational oversight to city staff to conduct data linkage and mortality re-estimation exercises. This includes identifying co-investigators, drafting research protocols, facilitating human subjects' ethical review by participating institutions, developing detailed operational work plans and budgets, monitoring study conduct, overseeing data analysis, and writing reports and manuscripts;
  • Collaborate with technical partner, Johns Hopkins University, to prepare annual standardized reports on observational road user behavior data, according to agreements on templates.

 

Knowledge, Skills and Abilities:

 

  • Familiarity with road safety policy and factors impacting road traffic injury risk;
  • Understanding of geographic information system (GIS) methods, software, and specific application in road safety; or preparedness to develop these skills within the first six months;
  • Proven capacity to work with colleagues in multidisciplinary or multi-agency settings and to interact with senior public servants and heads of department;
  • Ability to coach, mentor, and train individuals or small teams in data system development, data management and analysis, and scientific writing;
  • Excellent written and oral communication skills;
  • Languages: English language proficiency is required. Proficiency in one or more language(s) of the participating cities and states (Marathi,  Kannada) is an asset.
