About Job Profile

Monitoring, Evaluation and Assessment

 

  • The M&E Specialist will work closely with the Team Lead and project team at FIND, as well as the State officials and other stakeholders. 
  • Create and manage all M&E initiatives for projects, including monitoring data quality and tracking the progress of activities.
  • Provide technical leadership in the design of monitoring and evaluation tools and carrying out operation research.
  • Manage M&E system and process development, creating a framework and procedure for monitoring and evaluation of project activities in line with both project requirement and stablished FIND M&E system and structures.

 

Primary Responsibilities include

 

  • The specific activities & responsibilities will include but not be limited to: 
  • Create and manage all M&E initiatives for projects, including monitoring data quality and tracking the progress of activities.
  • Provide technical leadership in the design of monitoring and evaluation tools and carrying out operation research.
  • Manage M&E system and process development, creating a framework and procedure for monitoring and evaluation of project activities in line with both project requirement and stablished FIND M&E system and structures.
  • Define and implement key project performance indicators (KPI) as well as their monitoring throughout the duration of the projects. Designing of KPI reporting framework and knowledge management.
  • Plan and oversee the execution of periodic assessments.             
  • Develop process, output, and outcome indicators for project evaluation in consultation with relevant stakeholders.
  • Lead the collection, compilation, and analysis of program data to publish periodic reports.
  • Identify, manage partner organizations and/or contactors to conduct the data collection and analysis where needed.
  • Produce regular monitoring and evaluation reports for FIND.
  • Synthesize, communicate important findings and other conclusions through technical working groups, meetings in a way that these serve as helpful input for MoHFW.
  • Develop, oversee implementation methods for analysis to access performance and impact that are in line with the project requirements as well as FIND overall impact framework.
  • Review M&E data regularly with project staff at the District and State level to ensure that the project is accomplishing its objectives and flag necessary corrective actions if required.
  • Capacity building of the implementing agency and field-based teams in M&E requirements and data management.
  • Supervisory visits of sites/districts for data quality checks, data verification, assessments, and mentoring field staffs.
  • Any other task assigned time to time.

 

Knowledge, Skills and Abilities:

 

  • Must have previous experience of leading M&E activity at National/ State level.
  • Deep understanding of M&E frameworks and methodologies.
  • Should have conceptual understanding of Problem tree, Theory of change and Logframe.
  • Proven skills in data analysis and reporting are must for this position.
  • Proficiency in data management tools like SPSS, R etc.
  • Proficient in computer application.
  • Good coordination skills.
  • Good oral and written communication skills.  
  • Willing to travel approximately 25% of the time.

Project Background:  
 
FIND India is supporting the NTEP lab network through continued sustenance of service delivery and expansion of NTEP’s diagnostic capacity for Drug Resistant-TB through development of new C-DST labs, operationalisation of genome sequencing equipment, implementation of Laboratory Information Systems (LIMS), Diagnostic Network Optimisation (DNO), Sample transportation system, and implementing External Quality Assurance Scheme (EQAS) for CBNAAT and Truenat devices across the country.  
 
Additionally, FIND India is also implementing activities under “Joint Effort for Elimination of Tuberculosis” (JEET) project, and the Unite to ACT project. JEET with an aim to partner with the private sector in various states of India to increase notifications, microbiological confirmation of TB patients, and facilitate early treatment initiation and adherence support systems for improved treatment completion rates with mechanisms to reduce the high costs to TB patients. Also, to realize India’s ambitious goals of TB elimination, it is critical that affected communities, survivor-led networks, CSOs, PRIs, and other community institutions work in synergy to translate the TB response into a national movement towards elimination. Unite to ACT will prioritize TB Care and Prevention through Community TB Care Delivery. Through the project, the community will support the program in the efficient delivery of services, in ways that speak to individual needs - particularly of members of key affected and marginalized populations - across the care cascade.
