Monitoring, Evaluation and Assessment

Within the current country portfolio of projects, the  Senior Specialist-Monitoring, Evaluation Research and Learning (MERL) leads the development of a robust Impact, Research, and Learning Team, with an emphasis on safe surgery in family planning and obstetrics, in support of EngenderHealth's mission, goals, and objectives.

This position will be primarily focused (80%) on overseeing the Monitoring, Evaluation Research and learning (MERL) strategy for the MOMENTUM Safe Surgery in Family Planning and Obstetrics project and work with the Team Leaders, and Field Managers to ensure that high-quality M&E practices are included in project-based activities and work plans, that indicators and M&E plans confirm to EngenderHealth and donor standards and protocols, and that evidence, lessons learned and best practices are appropriately captured, documented, and disseminated across country projects

They will work with MOMENTUM Safe Surgery in Family Planning and Obstetrics (MSSFPO) partner organizations to facilitate appropriate IRB approvals for research and oversee the management of research consultants.  

They will also work closely with the EngenderHealth's HQ Monitoring, Evaluation Research and Learning (MERL) Team and other relevant HQ teams to support EngenderHealth’s development of project proposals (up to 20%). The position will be based in EngenderHealth’s India Country Office in Delhi.

Primary Responsibilities include

 

  • Support in the implementation of the Performance Monitoring Plan (PMP) for the MOMENTUM Safe Surgery in Family Planning and Obstetrics project, including linking it to the Project’s results framework, reporting requirements, and relevant performance indicators, and leading the development of a Project Knowledge Management Strategy.
  • Working in collaboration with the Project management team and MSSFPO global staff to provide input on and facilitate design, implementation, and analysis of practical research studies to measure the impact of interventions and assess result information not captured through the routine monitoring system.
  • Contribute to the development and maintenance of online monitoring systems in collaboration with the program teams and with external software development firms/consultants.
  • Oversee routine M&E activity for MSSFPO India including data collection, quality assurance, and entry of monthly/quarterly/annual reporting on project indicators into a project DHIS2 platform and the EngenderHealth's organizational database, as well as qualitative documentation and reporting on project activities.
  • Review and provide input to ensure timely preparation and submission of quarterly reporting to the USAID/India mission.
  • Collaborate with MSSFPO India and the global team on the development of annual workplans, ensuring project data contribute to benchmark development and M&E activities are included and budgeted for within the project.
  • Collaborate with MSSFPO global staff, EngenderHealth's MERL staff, and MSSFPO partner London School of Hygiene & Tropical Medicine (LSHTM) in the design and implementation of evaluation and research protocols, study implementation, and documentation and dissemination of findings including IRB submissions and management of local research consultants as relevant.
  • Facilitate regular (monthly) analysis and presentation of project data for decision-making, within the MSSFPO India team and among in-country partners
  • In collaboration with the MSSFPO India and global teams and the EH communications and IRE teams, develop or oversee the production of knowledge products documenting MSSFPO India activities, achievements, and lessons learned including technical briefs, presentations, and journal articles.
  • Work with the India country team and EH/HQ staff to provide support for EngenderHealth's business development proposals for India.
  • Any other project-related work assigned by the supervisor.

 

Knowledge, Skills and Abilities:

 

  • Experience working on USAID-funded, large-scale reproductive health programs, including knowledge of donor reporting requirements on family planning/reproductive health interventions is highly preferred
  • Familiarity with India Ministry of Health and Family Welfare structures and programs
  • A successful track record in supporting proposal development
  • Willingness to travel to field offices
  • Ability to deliver training and development programs when requested
  • Proven experience and ability to effectively manage a varied workload, working tight deadlines and schedules
  • Delivering results through effective planning and organizing of work demonstrated by the ability to prioritize on time and workload even when under pressure

 

Other Information:

 

  • Demonstrated experience in designing and conducting qualitative and quantitative studies grounded in service delivery programs.
  • Experience in strategic planning
  • Experience with DHIS2 data entry and dashboards, designing and overseeing DQA processes
  • Experience with data visualization and facilitating data presentation for different audiences
  • Experience with documentation and production of knowledge products for both qualitative and quantitative M&E activity
  • Excellent written and verbal communication skills
  • Proven ability to be flexible and adaptable
  • Exceptional interpersonal, teamwork, and partnering skills
  • Exceptional ability to lead, mentor and support teams
  • Experience developing M&E plans for donors.
  • Computer proficiency with high level of familiarity with data base management programme and commonly used packages like MS Word, Excel, power point etc.
  • Ability to tailor data collection approaches to local needs, interests, and capabilities
  • Good organizational skills with the ability to plan and execute a number of overlapping activities.
  • Professionally bilingual in Hindi and English, strong ability to write in English
  • Ability to travel up to 25%.
