Jhpiego is seeking a highly motivated and experienced Senior Monitoring, Evaluation, and Learning Officer based in New Delhi for its USAID-funded RISE project to lead and coordinate efforts in Monitoring Evaluation, and Learning efforts.

The Senior MEL Officer will play a strategic and pivotal role in developing and implementing a comprehensive Monitoring, Evaluation, and Learning framework for the Health Security and AMR program.

This role demands a combination of analytical acumen, strategic thinking, and an unwavering commitment to data-driven decision-making.

The position will report to the Deputy Chief of Party (CoP).

Primary Responsibilities include

Strategic MEL Framework Development:

  • Spearheaded the design and strategic execution of the project's MEL framework, intricately aligned with program goals and donor specifications.
  • Collaborate with stakeholders to establish robust indicators, precise targets, and data collection methodologies.

Data Collection Excellence and Analysis Mastery:

  • Oversee the comprehensive collection, validation, and rigorous analysis of both quantitative and qualitative data, critically evaluating project progress and its impact.
  • Leverage advanced analytical tools to distill rich insights and unravel patterns within complex datasets.
  • Impact Assessment Mastery and Inclusive Reporting:
  • Innovate and execute rigorous impact assessments that delve into the effectiveness and sustainability of diverse project interventions.
  • Craft comprehensive MEL reports that vividly portray achievements, challenges, and incisive recommendations.

Learning Elevation and Iterative Improvement:

  • Foster an organizational culture of continuous learning, drawing rich lessons and distilling best practices from MEL data.
  • Integrate findings adeptly into adaptive project strategies, elevating the collective knowledge and efficacy of project teams.
  • Capacity Enhancement and Skill Transfer:
  • Innovate and deliver bespoke training sessions on MEL methodologies and tools for project staff, partners, and key stakeholders.
  • Strengthen the MEL prowess of project teams, enabling real-time utilization of data for strategic alignment.
  • Strategic External Collaboration and Compliance Mastery:
  • Forge seamless partnerships with external evaluators and stakeholders, ensuring steadfast adherence to MEL protocols and standards.
  • Ensure seamless compliance with donor reporting mandates and proactively facilitate audits when required.

Technology Integration and Innovative Application:

  • Spotlight opportunities for technology integration and creatively apply digital tools to amplify data collection, analysis, and reporting efficacy.
  • Pioneer technology for real-time monitoring and tracking of project indicators.
  • Strategic Insight Elevation and Decision Shaping:
  • Engage in close collaboration with project leadership, rendering data-driven insights to facilitate strategic decision-making.
  • Synthesize complex MEL findings into actionable recommendations that optimize project impact.

Miscellaneous:

  • Any tasks assigned by the supervisor or the head of the department of the Center for One Health.

 

Knowledge, Skills and Abilities:

 

  • Experience designing in MEL frameworks, coupled with a nuanced understanding of quantitative and qualitative research methodologies, and adeptness in impact assessment.
  • Command over data analysis software (e.g., SPSS, Stata, R) and proficiency in data visualization tools.
  • Proven track record in conceiving and implementing MEL systems for multifaceted projects.
  • Project management acumen, spanning adept multitasking and deft handling of multiple tasks and timelines.
  • Exceptional communication skills, both in written and verbal domains, accompanied by an ability to effectively convey complex data insights.
  • Experience in skill enhancement and training in MEL concepts and tools is a compelling advantage.
  • Proficiency in written and spoken English is indispensable.
  • Demonstrated leadership qualities and the ability to work effectively in a team.
  • Familiarity with the Indian public health system, newer initiatives in the health sector, and relevant government policies/ strategies particularly National Health Mission, and Ayushman Bharat
