Support and office management

Provide technical and handholding support to States for specific programs like PMABHIM, XV-FC, Model Health Districts (MHD), Maternal Death Review (MDR), Child Death Review (CDR), District Hospital Strengthening, Referral transport, Medical mobile units, SUMAN related activities, Aspirational Districts, IPHS, One Health, Emergency care, various components of Maternal and Child
Health, Supportive Supervision (SS) etc

Primary Responsibilities include

  • Examine various national and international guidelines, documents, research, and evidence required for preparing technical and operational guidelines.
  • Lead and coordinate the drafting of program documents and guidelines and other capacity-building materials for various cadres and staff members from the health department and other stakeholders
  • Conduct periodic monitoring visits to review implementation progress in states, prepare reports, and follow up on the implementation of recommendations by the states
  • Analyze and utilise data and observations from field visits, HMIS, and Quarterly
  • Progress Reports to address bottlenecks in implementation
  • Guide States for implementation of specific program components and the activities of the PHA division
  • Appraise proposals from states, including PIPs, to facilitate decision-making by the Ministry of Health.
  • Organize training sessions for public health personnel at the state level on various domains for the smooth functioning of the public health system.
  • Liaise with the MoHFW and participate in the National Program Coordination Committee to monitor the implementation of programs in the states.
  • Conduct research studies required to complement the functioning of NHSRC.
  • Liaise with implementing partners at the Centre or State level.
  • Coordinating and collaborating with other divisions of NHSRC.
  • Respond to Parliament Questions, VIP responses and other important references.
  • Supervision, monitoring and follow-up.
  • Undertake any other assignments of the PHA division as and when entrusted by the Advisor 

 

Knowledge, Skills and Abilities:

 

  •   Language proficiency in English and Hindi.
  •  Demonstrated experience in operationalising health programs at the field level, strengthening the state, district, and block-level health systems.
  •  Experience working in a public health system at the field level, working towards its strengthening or in Health Care Management.
  •  Competent and experience to work in a team and lead a team.
  •  Competency and experience in working on public health issues at program or policy level, monitoring and evaluation, data analysis, public health administration and governance.
  •  Prior experience and proficiency in participatory planning, PIP appraisals, developing training modules & guidelines, High-priority Districts/Aspirational Districts, and in States and Aspirational districts.
  •  Uundertaken or contributed to innovative activities leading to positive outcomes.
  •  Has conducted capacity-building trainings on various public health/health system areas.
  •  Ability to lead and guide the team in providing technical guidance.
  •  Should have worked or supported in preparing an evidence-based District Health Action Plan and guided as a role model in health.
  •  Demonstrated ability to work in a multi-disciplinary team and should have experience & exposure to guide people supporting the organisation/division or team.
  •  Willingness to travel to States and districts to provide technical assistance & ability to work on different assignments simultaneously to meet tight timelines.
  •  Computer proficiency with familiarity with commonly used packages like MS Word, Excel, and PowerPoint. The use of Python, data analytics and web scrapping will be of added advantage.
  •  Excellent oral and written communication, as evidenced by publications, and presentation skills, analytical and interpersonal abilities.
  •  Formal Educational Qualification, Experience, and Age could be relaxed for exceptional candidates. 
     

Other Information:

Age: Upper limit 45 years as on last date for receiving application and having sound health to undertake field visits.

Duration of Contract: Contract till 31st March 2025 with further extensions of similar duration (subject to satisfactory performance) and availability of NHM funds.

About Organisation

National Health Systems Resource Centre (NHSRC) has been set up under the National Rural Health Mission (NRHM) of Government of India to serve as an apex body for technical assistance.

Established in 2006, the National Health Systems Resource Centre's mandate is to assist in policy and strategy development in the provision and mobilization of technical assistance to the states and in capacity building for the Ministry of Health and Family Welfare (MoHFW) at the centre and in the states.The goal of this institution is to improve health outcomes by facilitating governance reform, health systems innovations and improved information sharing among all stake holders at the national, state, district and sub-district levels through specific capacity development and convergence models.

It has a 23 member Governing Body, chaired by the Secretary, MoHFW, Government of India with the Mission Director, NRHM as the Vice Chairperson of the GB and the Chairperson of its Executive Committee. Of the 23 members, 14 are ex-officio senior health administrators, including four from the states. Nine are public health experts, from academics and Management Experts. The Executive Director, NHSRC is the Member Secretary of both the Governing body and the Executive Committee. NHSRC's annual governing board meet sanctions its work agenda and its budget.
