About Job Profile

Monitoring, Evaluation and Assessment

The Senior Consultant will be based at Family Planning Division of Ministry of Health and Family Welfare and will directly workunder the supervision of Deputy Commissioner, Family Planning.

Primary Responsibilities include

  • Under the supervision and guidance of DC Family Planning, MOHFW work to plan, roll out and implement
  • Aspirational DistrictsProgram and specific health interventions in these districts.
  •  Understand the functional and technical requirements from the departments (Centre, State / UT and other involvedstakeholders) for implementation of Aspirational District programme.
  •  Collate, compile and Analyse data for Aspirational Districts from various sources such as HMIS, NFHS, DLHS etc.
  •  Maintain the Supportive supervision software, compile and analyse Supportive supervision data from all Aspirational districts
  •  Provide National, state and district factsheets based on analysed and compiled data
  •  To develop indicators / templates of reports /dash boards /score-cards as per requirement.
  •  To provide training to State and District level officers on various aspects of SS software, NITI AAYOG indicators including datareporting formats, reports and utilization of data.
  •  Identify gaps from analysed data and other standard sources for impact and implementation assessment of variousinterventions under the Aspirational District program for monitoring and evaluation.
  •  Assist in implementing online software, community monitoring and data triangulation and management processes
  •  Liaison with senior officers of the Government / Ministry to operationalize and integrate the analytical framework withexisting systems.
  •  Undertake periodic field visits to States / UTs and districts to review data quality, identify challenges and gaps and follow-upwith the States for rectifying the errors in data.
  •  Perform other duties as assigned by the supervisor.
     

 

Knowledge, Skills and Abilities:

 

  •  High level of computer proficiency, specifically - familiarity with commonly used Windows, MS Office software and softwarepackages.
  •  Experience in designing tools and strategies for data collection, analysis and production of reports.
  •  Experience in framing and designing Supportive Supervision tools, collation, compilation and analysis of large data sets.
  •  Proficiency in data analysis using software tool like SPSS, data triangulation, performance, knowledge of public health, Statedemographics, population etc.
  •  Experience in designing RMNCH+A factsheets.
  •  Demonstrated ability to work in a multi-disciplinary team environment.
  •  Willingness to travel to States / UTs and districts to provide technical assistance and ability to work on different assignmentssimultaneously to meet the timelines for assignments.
  •  Preference would be given to the candidate having experience of working with Centre / State / UT health department.

Age: Upper limit 55 years as on last date for receiving application and having sound health to undertake field visits.

About Organisation

National Health Systems Resource Centre (NHSRC) has been set up under the National Rural Health Mission (NRHM) of Government of India to serve as an apex body for technical assistance.

Established in 2006, the National Health Systems Resource Centre's mandate is to assist in policy and strategy development in the provision and mobilization of technical assistance to the states and in capacity building for the Ministry of Health and Family Welfare (MoHFW) at the centre and in the states.The goal of this institution is to improve health outcomes by facilitating governance reform, health systems innovations and improved information sharing among all stake holders at the national, state, district and sub-district levels through specific capacity development and convergence models.

It has a 23 member Governing Body, chaired by the Secretary, MoHFW, Government of India with the Mission Director, NRHM as the Vice Chairperson of the GB and the Chairperson of its Executive Committee. Of the 23 members, 14 are ex-officio senior health administrators, including four from the states. Nine are public health experts, from academics and Management Experts. The Executive Director, NHSRC is the Member Secretary of both the Governing body and the Executive Committee. NHSRC's annual governing board meet sanctions its work agenda and its budget.
