RTI is hiring a Public-Private Partnership (PPP) Specialist for its USAID-funded Task Order Technical Support for South Asia Regional Energy Partnership (SAREP) activity. This position will be based in New Delhi, India.

Primary Responsibilities include

  • Support investment mobilization efforts by developing/refining/amending bidding frameworks/guidelines, procurement processes, PPP models, bid documents and project agreements based on international and domestic best practices and optimal risk-reward equation
  • Conduct stakeholder discussions including road shows and investor meets to seek feedback on PPP models, procurement processes and bid documents.
  • Provide analytical inputs to develop/refine private sector engagement strategies in the energy sector, particularly in areas such as renewables, energy storage, energy efficiency, power distribution, smart meters, electric vehicles, green hydrogen etc.
  • Design business/implementation models based on existing frameworks/polices for attracting more private sector investments.
  • Providing support to SAREP partners in marketing the PPP model to private sector, pre-bid meetings as well as in bid evaluation
  • Support awareness building, technical support, and investment promotion activities that facilitate the private sector’s entry into the energy sector.
  • Develop analytical frameworks to demonstrate advantages of procurement reform.
  • Conduct trainings and capacity development workshops for utilities, regulators, etc.
  • Develop case studies and lessons learned for sharing across the South Asian region

Knowledge, Skills and Abilities:

  • Experience in designing PPPs as well as preparing bid documents, guidelines and project agreements for PPP projects. Prior experience within the energy sector is preferred.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
  • Strong oral/written communication skills and ability to communicate at multiple levels in the organization.
  • Proficiency in Microsoft office (Word, excel and powerpoint)
  • Ability to build effective relationships with all clients, peers, and stakeholders.
  • Ability to work hands-on, independently, and within team.
  • Strong organizational and interpersonal skills and ability to work in a team-oriented setting.
  • Well networked with leading technology players, financial institutions, and service providers.
  • Prior experience working on a donor-funded projects is a plus.
