About Job Profile

Project Management/Coordination

The Project Officer placed in the respective location will be responsible for innovatively designing and implementing the program with the integration of all stakeholders at the city level in the dry waste value chain. Assisting the city and state level SBM teams with the project team to align the execution of activities within the framework of the SBM 2.0 Urban guidelines. Use a more consultative participatory, gender sensitive approach within all stakeholders’ activities on a regular basis.

Primary Responsibilities include

 

  • Develop the training materials with the SBM team coordinator, other officials of the state, and other agencies for implementation of the SWM Urban Guidelines framed for the urban SBM 2.0.
  • Facilitate the Implementing partners in the Guwahati city in setting up collection and segregation systems in the defined areas in the city.
  • Facilitate the Implementing partners in the city in setting up a material recovery facility with the city authorities.
  • Encourage Training and exposure to the implementing partners, officials through common workshops on the project approach. Develop Standing Operating Procedures (SOPs) as necessary.
  • Develop partnerships with related stakeholders in the supply chain including the safai mitras, recyclers, aggregators etc. in the selected areas of the city.
  • Demonstrate hands on pilots in implementation for upgrading technology, processes, investments in informal sector, bulk waste generators, small aggregators, recyclers, involvement of rural households through range of affordable technologies in plastic waste management.
  • Ensure Regular trainings exchange of experiences on innovative approaches will be encouraged between the stakeholders to have a more learning sustainable environment.
  • Ensure proper monitoring systems established for traceability of the flow of all dry waste and monitor at the city level.
  • Establish processes and systems for integration of Informal sector stakeholders’ citizens, waste pickers, small aggregators and small recyclers in the Project for inclusive growth and development.
  • Enable Coordination with different departments of state and central government linking them to several government schemes so that they have an organized economic and social set up.
  • Ensuring the Access of social protection entitlements as per the provisions in the Municipal Solid Waste (Management and Handling) Rules (SWM), 2016, Plastic Waste Management Rules (PWM), 2018, and Swachh Bharat Mission (Urban).
  • Helps in organizing the fairs, exhibitions, and related skill/knowledge management workshops.
  • Perform any other tasks assigned from time to time by the senior management.
  • Any other works required to meet the objectives of the project from the Senior Management of the Program.

 

Knowledge, Skills and Abilities:

 

  • Job Knowledge/ Technical skills in plastics and waste management.
  • Knowledge of Solid Waste Management Rules, 2016 focusing on Plastic Waste Management Rules.
  • Substantial understanding of requirements, structures and interactions of informal waste workers and marginalised groups.
  • Ability to access and reach out to various stakeholders including the community members and the Government; and demonstrates influencing and facilitation skills.
  • Ability to integrate technology into various aspects of the project for planning, rollout, and monitoring.\Demonstrates integrity and ethical standards at work.
  • Consistently approaches work with energy and a positive constructive attitude.
  • Good communications and organizational & interpersonal skills.
  • Builds professional networks with institutional partners.
  • Sought for advice by peers, subordinates, leaders and leads to resolve conflicts.
  • Displays initiative, sets challenging outputs, and enables colleagues to achieve.
