PATH is actively seeking a Program Officer with expertise in Health Systems Strengthening (HSS) to oversee the implementation and expansion of an urban health project in Maharashtra.

The Program Officer for Health Systems Strengthening will collaborate with state and city government officials, offering technical assistance and guidance to strengthen vertical health system strengthening across select intervention areas.
 

Primary Responsibilities include

As the Program Officer for Health Systems Strengthening, PO HSS will play a pivotal role in supporting urban health initiatives and reinforcing disease surveillance activities. Key responsibilities encompass:

Providing technical assistance to government counterparts to streamline urban health activities, including the operationalization of Urban Health and Wellness Centers (Urban HWCs), Urban Primary Health Centers, Urban Polyclinics, and Urban Community Health Centers in specific areas. Conducting a gap analysis of the existing disease surveillance system in specified areas and formulating improvement plans for key indicators.

Facilitating coordination between state and district surveillance teams, comprising epidemiologists, medical officers, surveillance officers, data managers, microbiologists, and lab technicians, to expedite advancements in the field. Offering technical support to government counterparts for the effective execution of components within the National Rabies Control Program.

This includes the implementation of the Rabies Free City Initiative in designated cities, the development of state and city action plans for rabies elimination and strengthening disease surveillance in urban regions.

Developing operational guidelines, tools, checklists, learning resource packages, and other essential resource materials for training and capacity building of health personnel, particularly in areas related to public health surveillance. Planning and conducting requisite training sessions on urban health, the National Rabies Control Program, disease surveillance related activities.

Drafting technical documents such as Standard Operating Procedures (SOPs), guidelines, and research materials focused on disease surveillance. Assisting in other relevant project activities, such as outbreak investigations and the timely collection, compilation, and analysis of surveillance data. Close collaboration with PATH's Technology, Innovations, and Health Systems (TIS) team at both national and state levels to develop, execute, and monitor state-specific project activities.

This includes creating roadmaps, work plans, activity reports. Traveling to districts and cities as necessary for assessments, training, and monitoring purposes. Undertaking additional duties as assigned by the supervisor to ensure the smooth operation of the project and the attainment of project and organizational objectives.

Knowledge, Skills and Abilities:

 

  • Familiarity with the Indian public health system, key stakeholders, and relevant government policies/strategies, particularly Ayushman Bharat, the National Urban Health Mission, and the Integrated Diseases Surveillance Program. 
  • An understanding of urban health programs and public health surveillance is advantageous. 
  • Prior experience in a similar role or at organizations such as CDC, WHO, UNICEF, etc., will be an asset.
