Monitoring, Evaluation and Assessment

WRI India is looking for Senior Program Associates for its subnational research and capacity building initiatives within the Climate Program. The selected candidates will contribute to research, coordination, capacity building, communications and outreach related to India’s low-carbon and climate resilient development. 

The positions are based in Bhopal (Madhya Pradesh)/Patna (Bihar)/ Mumbai (Maharashtra) and will involve working closely with the Madhya Pradesh/Bihar/ Maharashtra governments and other key stakeholders in strengthening climate planning in the short-, medium- and long-term in the state.

The positions offer an excellent opportunity to deliver impactful interventions on-ground while supporting the state governments in integrating climate concerns into the state’s policies and programs. 

The selected candidates will work with the state project manager and the research lead in undertaking desk and field research, engaging with key departments in understanding climate concerns, and developing climate-relevant strategies.

The selected candidates will contribute to developing low-carbon roadmaps for selected sectors; thematic studies related to just transition/ climate resilience as well as contribute to data collection and analysis for modelling/ analytical studies. 

The candidates are also expected to contribute to the organisation of multistakeholder dialogues and workshops with diverse stakeholders including the government, industry, academia, civil society organisations, and think tanks.

 The dialogues and workshops will serve at platforms to identify and prioritise research questions, exchange knowledge and disseminate research findings.

The selected candidates will need to engage with key government departments to understand their priorities, collect data and share project findings. 

The candidates will work with the team in organising capacity building programs for government and other key stakeholders to strengthen climate action planning. The candidates will also support the development of tools to strengthen state-level climate planning and monitoring.

The candidates should have a good understanding of energy and climate landscape in the country and prior research experience on environment/ energy/ climate policy issues.

Primary Responsibilities include

The senior program associate will be responsible for the following tasks.

Research and capacity building

  • Contribute to research that strengthens state-level climate action including the development of sectoral roadmaps, policy analysis, and thematic studies on topics such as just energy transition, and climate adaptation/ resilience.
  • Contribute to the development and co-creation of alternate low-carbon development scenarios at the state-level in consultation with relevant stakeholders.
  • Support data collection and analysis for energy-economy modelling and development of tools to track and strengthen climate action planning.
  • Contribute to the publication of thematic studies, roadmaps, policy briefs, and blogs on topics related to climate resilience, decarbonisation, low-carbon sectoral roadmaps, sectoral transition strategies, and just transitions.
  • Contribute to the design and preparation of capacity building modules for training sessions.
  • Coordinate and support the organisation of capacity-building programs based on international standards and guidance.
  • Develop modules for capacity building and dissemination of climate mitigation and adaptation strategies.
  • Stay updated on the policy landscape, sectoral developments, and industry trends in relation to climate policy and just transitions at the national and state-level (in Madhya Pradesh/Bihar/Maharashtra).
  • Travel to different parts of the state as required for field visits, data collection, surveys, organizing workshops among other activities.

Engagement, communications, and project management

  • Coordinate events for engagement with internal and external stakeholders through roundtables, seminars/ webinars, workshops, policy dialogues, training, and other communication and outreach activities.
  • Contribute to the production of event summary reports and proceedings.
  • Support internal and external communications, media relations, and outreach efforts.
  • Assist the team in scheduling meetings with partners, prepare notes, and minutes of the meetings.
  • Participate in regular internal meetings and report on the progress made under various work streams.
  • Coordinate outreach efforts on behalf of program/projects and anchor partner engagement activities.

 

Knowledge, Skills and Abilities:

 

  • Proficiency in quantitative and qualitative data analysis.
  • Proficiency in the use of MS Office: Excel, Word & PowerPoint.
  • Comfort with quantitative data analysis using tools like R, SPSS, etc.
  • Good written and oral communication skills and strong interpersonal skills.
  • Good understanding of climate/ energy policy issues and ecosystem in India.
  • Demonstrated ability to work independently as well as part of teams.
  • Willingness to travel to project field locations and support the organization of workshops and stakeholder consultations.
  • Prior experience in project management.
  • Experience in the use of QGIS/ ArcGIS for spatial analyses.
  • Experience in conducting stakeholder consultations.
  • Prior experience of working with the government stakeholders.
  • Proactive and enthusiastic team player with a strong interest in climate/ energy policy issues in India.
