About Job Profile

Monitoring, Evaluation and Assessment

Job holders are expected to support the development and implementaton of Monitoring, Review and Evaluaton Plans aligned to WFP corporate standards to generate quality evidence on the lives of benefciaries and inform policy, strategy and programme design and implementaton. This includes coordinatng monitoring actvites, managing or supportng the management of decentralized evaluatons, supportng thematc/mid-term reviews and positoning WFP as a reliable partner for governments to build monitoring and evaluaton strategies.

They may also support the formulaton of country monitoring and evaluaton strategies and contribute to policy development and various initatves. Job holder will also contribute to evidence base through VAM actvites that supports food security and nutriton policies and programmes (e.g. needs assessment and situaton analyses, programme design, targetng, cost efectveness, and operatonal efciency.

Primary Responsibilities include

Monitoring and Evaluaton

1.    Provide inputs to the development of Monitoring, Review and Evaluaton plans that will provide the most relevant and strategic informaton toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluaton and monitoring requirements.

2.    Budget for M&E costs and advocate through line manager for both appropriate fnancial and human resourcing.

3.    Provide feedback on the formulaton of the Monitoring and Evaluaton Strategies and support their operatonalizaton.

4.    Contribute to evidence-based decision-making on programme design and implementaton, notably through making monitoring, review and evaluatons fndings accessible, developing innovatve, user-friendly and informatve products.

5.    Support WFP Management in addressing recommendatons from monitoring, reviews and evaluatons to ensure that follow-up actons are taken as required.

6.    Contribute to building M&E capacity of WFP staf and partners through training and informaton sharing. Manage a team of staf, and guide as required to enable high performance.

7.    Provide inputs to line manager regarding the development and implementaton of natonal government and inter-agency monitoring, reportng and evaluaton frameworks, including United Natons Sustainable Development Cooperaton Framework (UNSDCF) aligned with natonally owned sustainable development goals.

8.    Take responsibility for integratng protecton and gender perspectves in all areas of work, to ensure equal partcipaton of women and men.

9.    Translate evidence into advocacy materials and advise CD on various advocacy strategies based on data and evidence for WFP operatons.

10.    Support line manager in ensuring that CO monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operatonal procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF).

11.    Support mid-term reviews and thematc reviews which are intended for internal learning, strategic and operatonal decision-making.

12.    Manage the monitoring of Outcome Group 2 results for United Natons Sustainable Development Cooperaton Framework (UNSDCF) in partnership with other UN organizatons.

Knowledge, Skills and Abilities:

 

  • Demonstrated proficiency in using a variety of quantitative and qualitative analytical tools and methods for food security analysis.
  • Developed practical expertise in food security analysis and mapping by participating in multiple assessments in countries, including the design, data collection and analysis.
  • Demonstrated technical knowledge and understanding of WFP vulnerability mapping systems.
  • Experience of translating evidence into advocacy strategies.
