Monitoring, Evaluation and Assessment

Restless Development’s Impact and Learning Team supports our Hubs to strengthen the quality and impact across all of the work they do to deliver our strategy. We drive forward evidence and learning throughout the global agency; generate insights to understand how our programmes are performing through our global monitoring and reporting system; and provide technical guidance focused on programme design and evaluation. 
 
We do all of this by bringing together the expertise of our programme staff in our Hubs across the world; respecting the different contexts in which they operate. Pulling together these staff to build a global team is a priority for us as we transform and shift power in our agency.
 
The Monitoring, Evaluation and Learning Manager is an exciting role which will be central to achieving the above. It will oversee our global reporting system and generate performance insights, and also help to further coordinate and share our evidence and learning.
 

Primary Responsibilities include

Oversight of the global reporting system

  • Lead on the generation of quarterly and annual programme reports through DevResults (Restless Development’s online data management system), in line with the global strategy and Results Framework)
  • Coordinate with and support Hubs to ensure high quality and timely reporting throughout the global agency
  • Maintenance and oversight of DevResults system, acting as the focal support person across the agency and relationship holder with Devresults service provider
  • Continue the roll-out of the DevResults system within the wider agency, increasing visibility and use of the system with non-MEL staff (e.g. fundraising, comms)
  • Ensure effective systems for the monitoring of programme performance are in place across the agency, bringing relevant insights for effective decision making.

Supporting the implementation of our global evidence and learning strategy

  • Management of the global evaluation calendar, and coordination of evaluation support across Hubs
  • Support Hubs to evidence our model and approaches, through integration of learning questions into evaluation plans and promoting the practice of outcome data collection through our programmes
  • Support collating evidence and learning from Restless Development’s research, evaluations and reporting system on a bi-annual basis, and sharing this through the global agency
  • Help ensure effective learning systems are in place at the Hub and International level
  • Support with the creation of periodic learning papers on specific topics; e.g. digital programme delivery, or gender transformative approaches

Oversight on Global MEL 

  • Organise and convene quarterly meetings with the global MEL Community of Practice, sharing thematic and technical expertise across the agency
  • Establish linkages with other learning groups across the agency (such as the Voice & Democracy Working Group) 
  • Support hubs in the development of quality MEL systems in line with our global strategy 
  • Ensure resources - e.g. learning papers - are accessible and shared across the global agency
  • Coordinate a programme of central induction, training and support across Programme staff
     

Knowledge, Skills and Abilities:

  • Experience in conducting programme evaluations
  • Experience working with online data management systems
  • Knowledge of the current status of global youth civil society, and the landscape for youth-led development
  • Experience conducting training in areas related to monitoring, evaluation and learning
