USAID PAHAL PROJECT Partnerships for Affordable Healthcare Access and Longevity (PAHAL): IPE Global Limited (IPE Global) through PAHAL aims to provide technical support and risk mitigation measures for the Blended Financing Facility for high impact healthcare enterprises, that can play a critical role in using the additional Emergency Relief Fund (ERF) to provide grant funding to scale up high impact healthcare enterprises that address the critical health system challenges faced during the COVID-19 pandemic India.

To attract different pools of capital and promote innovative financial instruments that bring in additional sources of funds to support high impact healthcare enterprises through affordable commercial capital and a supportive ecosystem, PAHAL (outcome funder) has partnered with Caspian Debt and Axis Bank (lender) through Social Success Note blended finance instrument to support high impact healthcare enterprises (portfolio level pool) upon qualifying the pre-agreed eligibility criteria. Since the project is proposed to be structured as a pay-for-success model, tracking, and measuring the impact is a key component of this project.

 

Primary Responsibilities include

As part of the M&E team you will be responsible for:

  • Contribute in the design and implementation of the project's overall Monitoring, Evaluation and Learning strategy and framework.
  • Review all project components and design appropriate monitoring and evaluation mechanisms; assess all reporting and performance frameworks for all key activities under each component of the project.
  • Responsible for conceptualising and designing and tracking indicators for outcome verification for high impact healthcare enterprises and managing the M & E agency to carry out evaluations, outcome validation of data quality and authenticity.
  • Help set up a system of appropriate reporting structure for high impact healthcare enterprises and coordinate with them on data gathering, data quality control and reporting.
  • Support in preparation of high quality monthly/Quarterly/annual analytical reports and presentation based on the program data.
  • Based on evidence and insights from program data, provide appropriate feedback and learning to the program implementation and monitoring team for possible improvements.
  • Ensure that donors, partners (including debt financing), and management queries are addressed in an accurate and timely manner and submission of donor-specific reports as per the timelines.
  • Schedule check-in dialogues and communicate with the internal team and external stakeholders as per the requirements and timelines.
  • Supervising and conducting project evaluations and preparing strategic documents/ reports, and manuscripts for publication in peer-reviewed journals and disseminating the learning through appropriate forums.
  • Build/maintain strong relationships with all concerned stakeholders
  • Other duties, as assigned by the team and organisation as and when required

 

Knowledge, Skills and Abilities:

  • Strong skills in statistical methods, sampling design and methodology, evaluation methods, causal analysis, and designing research studies.
  • An advanced level skill in SPSS or STATA is non-negotiable. Excellent skills in data mining, running complex data query, merging datasets, and advance data analysis in SPSS or STATA is necessary
  • Demonstrated experience of publication in peer-reviewed journals as a first, or second author.
