We are looking to hire a highly motivated, passionate and committed individual to the position of Manager. The Manager should be either based in Bhubaneshwar or willing to travel frequently from place of location. As a Manager, you will be responsible for driving systemic public finance reforms by working with a range of stakeholders within and outside of the Government.

In this role, you will be responsible for overseeing the end-to-end delivery of specific work streams, including monitoring and tracking the progress of programme delivery.

We are looking for a pro-active and confident individual who is able to motivate and manage the team effectively. We are keen to have individuals who are innovative problem solvers in a dynamic environment and are able to build and maintain robust relations with the Government and other stakeholders.

Primary Responsibilities include

Programme Management

  • Ensure workplan delivery and its planned evolution, based on evolving priorities of relevant stakeholders.
  • Build, maintain and manage relations with all stakeholders, especially Government at all levels.
  • Proactively guide and manage the team to deliver effectively on planned outputs and document knowledge products for advocacy.
  • Ensure smooth running of day-to-day operations and troubleshooting.

 

Provide technical assistance to strengthen urban public finances and budget processes:

  • Development of a Grants Dashboard for HUDD – to track expenditure by all ULBs on different schemes and programmes.
  • Support to ULBs (Urban Local Bodies) budget preparation and expenditure planning processes.
  • Payment process mapping and re-engineering to enable efficient delivery of HUDD’s key welfare programmes.
  • Conceptualise and implement smarter payment mechanisms and improve features of IT systems that support urban financial governance (for e.g. Just in time transfers, works management systems to name a few).
  • Strengthen accounting and audit systems of ULBs.

 

Develop thought leadership on PFM:

  • Build knowledge products on key PFM issues for public consumption.
  • Lead diagnostics of budget processes and data to inform programme design and delivery.
  • Enable visibility of the organsiation’s work and Government’s good practices. For instance, document
  • PFM best practices being followed in states and ULBs.

 

Knowledge, Skills and Abilities:

 

  • Experience of managing programme delivery in a dynamic environment.
  • Prior knowledge of working with Government’s public finance systems (IFMIS, PFMS etc) and processes is a plus.
  • A good understanding of urban governance systems and nature of fiscal decentralisation in India a plus.
  • Field based experience working with multi-cultural and geographically diverse and spread teams.
