Monitoring, Evaluation and Assessment

Manager- Monitoring, Evaluation & Learning (MEL),should be a seasoned professional who, under the guidanceof Project Director - RISE, will be responsible for developing and managing all MEL activities of the project with the objective of providing strategic insights by collating, interpreting, and presenting actionable information for guiding program strategies.

They will need to document the project activities/intervention/learnings in the form of reports, newsletters and scientific publications, in coordination with the national and state project teams. This is a full-time position based at New Delhi.
 

Primary Responsibilities include

 

  • Develop and manage the M&E framework and comprehensive plan to monitor the planning, management, and implementation of the RISE in the states, in alignment with the guidance provided by GAVI and Government of India.
  • Establish/adapt KPIs for the project and processes that enable the state and national JSI teams to develop evidence-based strategies for program management
  • Provide technical guidance for the implementation of the M&E plan and facilitate review of progress on a regular basis from concurrent data generated through LMS and support problem solving through necessary actions.
  • Provide input towards developing a dynamic dashboard for project management based on the concurrent data 
  • Provide overall guidance and technical inputs for any project evaluation activities like operations research, post introduction evaluations, as may be required from time to time. This includes preparing Terms of Reference (ToR) and manage sub contracts engaged for such activities and providing technical input in design, methodology, sample selection, staff training, data analysis in such activities
  • Prepare and present periodic progress reports, newsletters, case- studies and other documentation for various stakeholders including MoHFW, states, donor, etc. 
  • Writing manuscripts for scientific publication in acclaimed peer reviewed journals and necessary coordination for publication of them
  • Liaison with the team for information gathering and with internal/ external resources for disseminating project information
  • Other duties as assigned by the supervisor

 

Knowledge, Skills and Abilities:

 

  • Deep familiarity with M and E pipeline, indicators and target setting, is highly desirable. 
  • Advanced MS Office skills (Excel, Word, PowerPoint, Outlook, and Access). Knowledge of macros is required. 
  • Excellent data analysis skills and proficiency in data analysis tools (e.g., MS Excel, SPSS, Stata, R, and/or SAS).
  • Proficiency in using data visualization tools (e.g., Datawrapper, R, MS Power BI, or Tableau) will be an added advantage.
  • Proven ability to prepare MEL framework and design MEL plan for the project and execute it, using current principles and approaches to monitoring and evaluation.
  • Experience in the design, conduct and analysis of research studies (qualitative and quantitative), handling large sets of data and assessment in public health is desirable
  • Good command of English writing and editing and reasonable experience of publishing scholarly articles in peer reviewed journals is necessary
  • Experience of working with the Govt. and of collaborating with multiple stakeholders and partners, especially international organisations will be preferable
  • Experience in Universal Immunization Program (UIP) will be an added advantage
  • Excellent interpersonal relations and a strong team player with a positive attitude
