The Lead, Global Strategic Planning and Reporting Centre, oversees the development and publication of the external versions of the IFRC Network country plans and associated reports. This entails managing the production process and quality control for external plans and bi-annual reports for up to 150 countries in need of international support.

The Lead, Global Strategic Planning and Reporting Centre, manages a team of at least 8 staff, composed of six reporting officers (senior and junior), one designer, and one admin officer. The role reports remotely to the Geneva-based Director, Strategic Planning Department.

Primary Responsibilities include

Manage the production process and Global Strategic Planning and Reporting Centre team:

  •     Oversee the recruitment and training of the reporting officers and other staff of the Global Strategic Planning and Reporting Centre.
  •     Direct, coordinate and supervise the work of the reporting officers.
  •     Develop quality checklists for plans and reports.
  •     Ensure the reporting officers follow the due process and guide them in their work to improve the contents of documents from the internal plans and reports submitted.
  •     Provide guidance to reporting officers on the IFRC network’s way of working and organize trainings on substantive areas as required.
  •     Keep track of sensitivities in the particular context on any parts of the context analysis and action by the NSs, and ensure sensitivities are appropriately reflected and addressed in documents.
  •     Provide quality assurance for all plans and reports before publication ensuring coherence.
  •     Support reporting officers through the validation process with IFRC Delegations, while ensuring the provision of timely feedback.
  •     Review final drafts before layout and check final versions before publication in case of any errors after layout.
  •     Supervise the layout of the documents with the design officer and propose relevant evolutions.
  •     Track the status of the development of the external facing plans and reports.
  •     Keep abreast of emergencies leading to a change of situation at country-level and liaise with the Strategic Planning Department to monitor needs for revisions of the IFRC Network Plans.
  •     Oversee the setthing up and maintenance of relevant archives as an integral function for all plans and reports undertaken, in a timely and effective manner, within agreed guidelines of the Global Strategic Planning and Reporting Centre.
  •     Maintain repository of resources, precedents, standards, guidelines, directives in an effective manner for practical reference and to support knowledge-sharing / capacity building efforts.
  •     Create and implement an operating plan for the Global Strategic Planning and Reporting Centre.

 

Knowledge, Skills and Abilities:

Preferred:

  •     Experience of working for the Red Cross / Red Crescent.
  •     Experience working in both emergencies and developmental contexts within an international organization.
  •     Knowledge of IFRC Strategy 2030, strategic priorities and enablers, results-matrix.
  •     Knowledge of and experience in contributing to Mission Plans, Integrated Strategic Frameworks, or result-based frameworks.
  •     Direct experience in planning, budgeting, drafting reports.
  •     Knowledge, Skills and Languages

Required:

  •     Strong research and analytical skills.
  •     Strong reporting and editing skills.
  •     Ability to prioritize, work well under pressure and meet deadlines.
  •     Strong communication and interpersonal skills, able to negotiate while maintaining effective working relations.
  •     Ability to adapt and adjust to change.
  •     Ability to achieve results through collaboration/teamwork.
  •     Ability to work well in a multicultural team and in a changing environment.
  •     Ability to generate new ideas and approaches, research best practices and propose new, more effective ways of doing things.
  •     Advanced computer skills: Windows, Word Processing, PowerPoint, Excel (spreadsheet and database application) and ability to use video conferencing application i.e., Microsoft Teams, Zoom etc.
  •     Fluent spoken and written English.

Preferred:

    Good command of another IFRC official language (French, Spanish or Arabic).

 

Other Information:

Contribute to increase the production capacity through various means:

  •     Contract and manage consultants for additional capacity as required, including to mentor the reporting officers, provide additional quality assurance, and support with translation needs of source documents.
  •     Work closely with the Director, Strategic Planning to engage participating National Societies in the production process for additional capacity and explore full or part-time remote staff-on-loan possibilities as part of a wider virtual Global Strategic Planning and Reporting Centre team.
  •     Support the Strategic Planning Department with the organisation of write shops at key times of the production process to absorb heavy workload, add to content and carry out cross-contexts analyses.
