About Job Profile

Development consulting

? Developing technical guidelines and protocols for improving service delivery related to mother and new-born.
? Provide technical and programmatic support for roll out of Midwifery Initiative
? Provide technical and programmatic support for revamping Antenatal Care services including skill based training of healthcare providers for ensuring quality ANC, inclusion of antenatal screening for additional priorities such as screening for mental illnesses, hep B, maternal malnutrition etc
? Provide technical and programmatic support for strengthening implementation of Gestational Diabetes Mellitus and PPTCT programme
? Undertake periodic field visits to states and districts to review programme implementation in the States, identify implementation challenges and support states in charting approp

Primary Responsibilities include

 

  • Responsible for providing technical and programmatic assistance for implementation of Maternal Health Programmes and system strengthening for Maternal Health.
  • To assist Maternal Health Division in implementation of SUMAN (Surakshit Matritva Aashwasan) and all its attributes throughout the country
  • Provide technical and programmatic support for roll out of Midwifery Initiative with respect to oversight to establishing MLCUs, SMTIs, training and implementation
  • Provide technical and programmatic support for revamping Antenatal Care services including skill-based training of healthcare providers for ensuring quality ANC, intrapartum care and post-natal care.
  • Provide technical and programmatic support for strengthening the quality-of-care attribute to maternal health services through Quality certification of LRs and Maternal OTs.
  • To assist Maternal Health Division in monitoring implementation of JSSK program in the States/UTs including facilitation of reporting of JSSK services.
  • Undertake periodic field visits to states and districts to review programme implementation in the States, identify implementation challenges and support states in charting appropriate solutions or enable linkages with appropriate institutions for technical inputs in the state or at national level etc.
  • Undertake analytical documentation of field review visits to inform improvements in implementation
  • Building capacities at district and state level for planning for maternal health and related health systems
  • Reviewing & improving the plans submitted by States, using both surveyed and HMIS inputs.
  • Provide technical assistance for implementation of the strategies for reduction of maternal mortality at centre, and in states, as may be agreed upon from time to time.
  • Developing technical guidelines and protocols for improving service delivery related to mother and newborn with respect to reduction in maternal mortality and aligning with national priorities
  • Undertake review of literature and stay up to date on current trends in health systems strengthening.
  • Collect and analyse state and national data on components of health systems strengthening on a regular basis
  • Provide periodic synopsis of progress in states using data and field findings as a means of technical support and programme oversight.
  • Coordinate with stakeholders and partners for collaborative implementation of maternal health guidelines
  • The post demands extensive work-related travel.
  • Delivery of all the above tasks in a time bound manner
  • Undertake other assignments, which may be assigned from time to time by the Reporting Authority

 

Knowledge, Skills and Abilities:

I. The applicant should be conversant with the use of computer proficiency with commonly used packages like MS
Word, Excel, Power Point & Web surfing to search relevant data & documents.
II. Excellent communication and presentation skills, analytical and interpersonal abilities, excellent oral and written
communication skills in English.
III. Demonstrated ability to work in a multi-disciplinary team environment.
IV. Demonstrated experience in operationalizing health program at field level/ working in strengthening of district
level health systems.
V. Willingness to travel to States & districts to provide technical assistance & ability to work on different assignments
simultaneously to meet the timelines for assignments.
VI. Preference will be given to candidates who have worked in NHM / RCH at National or State level.
VII. Formal educational qualification and experience could be relaxed when there is published work of high quality or
whenever there is work experience of specific relevance.

About Organisation

National Health Systems Resource Centre (NHSRC) has been set up under the National Rural Health Mission (NRHM) of Government of India to serve as an apex body for technical assistance.

Established in 2006, the National Health Systems Resource Centre's mandate is to assist in policy and strategy development in the provision and mobilization of technical assistance to the states and in capacity building for the Ministry of Health and Family Welfare (MoHFW) at the centre and in the states.The goal of this institution is to improve health outcomes by facilitating governance reform, health systems innovations and improved information sharing among all stake holders at the national, state, district and sub-district levels through specific capacity development and convergence models.

It has a 23 member Governing Body, chaired by the Secretary, MoHFW, Government of India with the Mission Director, NRHM as the Vice Chairperson of the GB and the Chairperson of its Executive Committee. Of the 23 members, 14 are ex-officio senior health administrators, including four from the states. Nine are public health experts, from academics and Management Experts. The Executive Director, NHSRC is the Member Secretary of both the Governing body and the Executive Committee. NHSRC's annual governing board meet sanctions its work agenda and its budget.

The NHSRC currently consists of seven divisions – Community Processes, Healthcare Financing, Healthcare Technology, Human Resources for Health, Public Health Administration, Knowledge Management Division, Quality Improvement in Healthcare

The NHSRC has a branch office in the north-east region of India. The North East Regional Resource Centre (NE RRC) has functional autonomy and implements a similar range of activities.
