About Job Profile

Admin and HR

The HR – Logistics Officer is responsible for HR management of the delegation (India Country Liaison Office) of Tdh Foundation and remains the Focal Point for all enquiries related to HR and logistic matters. 

Autonomously guarantees and manages the daily decisions and action to be taken within their responsibility domain, in cooperation with the Finance team, and the Head of Country Office (HoCO).

Reporting: Reports to Head of Country Office India .

Duration of assignment: Initially for 1 year (Renewable based on the performance and organization’s requirement). Probation period is 3 months from date of joining.
 

Primary Responsibilities include

Human Resources:

  • Develop annual HR strategy for the country office in collaboration with other interlocutors.
  • Review & develop job descriptions for existing or needed positions in collaboration with respective line managers in consistence with Tdh IDO salary scale.
  • Supervise the overall recruitment process of national positions and participate in the selection process involving skill tests, oral interviews as per Tdh policy.
  • Ensure all new employees go through formal process of Induction on Tdh IDO Programmes; Global Code of Conduct, Country Strategy; Organizational policies, etc.
  • Develop and harmonize necessary HR SOPs, introduce to the teams, and ensure compliance for all HR actions.
  • Ensure that all staff are informed and oriented about the existing policies and comply with the regulations and monitor discipline within the team.
  • Periodically review and improve the HR policy in accordance with legal framework of the country and Tdh core values.
  • Conduct market survey with parallel INGOs regarding compensation & benefits; recommend to CR a coherent policy for the IDO team.
  • Update the salary scale & classification and ensure its strict implementation.
  • Ensure Performance Appraisals are conducted annually for the national staff; initiate and follow up with line managers for timely completion of the process and submission of reports.
  • Develop training/ capacity building needs assessment and a training plan for the country office staff.
  • Facilitate Team building initiatives among staff throughout the year.
  • Facilitate the operations of the ICC Committee. 
  • Focal point of all Legal matters including facilitating interface with Legal Advisor.
  • Line manages the Office Driver.
  • Key member of SMT of the India Country Office.
  • MCD/ HQ reporting and compliance.
  • Supervise the administrative and payroll procedures and support Finance team to ensure timely disbursement of salary payments.
  • Take part in disciplinary procedures and investigations.
  • Participate to the definition of HR inputs in terms of writing project proposals and any amendments.
  • Coordinate with & support the HR Team of Kolkata base on personnel administration, pay roll at country office level.
  • Update on monthly basis organisational chart clarifying hierarchical & functional links on SharePoint; online HR database and ensure monthly follow-up of HR tools.
  • Be responsible for matters pertaining to logistics for IDO staff based outside of Kolkata office.
  • Contribute to the monthly MCD SitRep report.
  • Elaborate HR reports and contribute to all other reports.
  • Travel & movement for IDO staff, Tdh visitors, and Consultants.
  • Manage and update visitors’ information pack and ensure this is shared at least 3 days prior to international or interstate visitors arriving.
  • Is responsible for maintaining all online and hard files related to HR for Tdh IDO.

Logistics 

  • Support office and partner Procurement of assets & Office items; arranging meetings/ workshops, hiring of services & logistics for Events etc. complying Tdh policies & procedures.
  • Monitor service & maintenance of IT and other equipment.
  • Manage & archive contracts and Agreements of Service providers, House Owners, Consultants, Partners.
  • Lead the process of procurement planning for each project in coordination with program team and in compliance with Tdh procurement policy.
  • Responsible to conduct market analysis to identify service providers and product suppliers. 
  • Administration of Purchase files and ensure easy access for internal and statutory audits.
  • Arrange Logistics for IDO Staff, visitors and consultants- booking of train tickets, flight tickets, vehicle hire and hotel accommodation.
  • Monitor Office vehicle movement, and ensure vehicles are maintained /serviced regularly.
  • Search premises for IDO as per requirement from time-to-time complying Tdh procedure.
  • Manage vendor’s data base and other Admin tools.
  • Support and manage travel of staff, monitor movement of IDO Vehicle, and supervise maintenance.
  • Responsible to ensure asset list is updated and all assets recorded and accounted for as per Tdh procurement policy.
  • Responsible to maintain insurance for IDO (assets, fire, theft & burglary) & Staff (accidental & health).
  • Ensure vehicle/fleet guideline for India is annually reviewed, updated, and implemented correctly.
  • Supervise Office Support staff and Office Driver.
  • Is responsible for maintaining all online and hard files related to Logistics for Tdh IDO.
  • Facilitate and support annual and project-based audits.
     

 

Knowledge, Skills and Abilities:

 

  • sector (ideally INGOs) of which 3 yrs in a senior position, having collaborative approach, effective process management skills.  

Languages               

  • Excellent oral and written skills in English and preferable Bengali and Hindi.

Other Information:

Security

  • They remain the Focal Point for security coordination within the country office and are the link between HoCO and the Team in all matters concerning security & movement of Team, premises, and equipment. 
  • They will advise the HoCO on security update, report on incident(s) if any, and ensure a Security Plan is in place; periodically update the policies and update the team.
