Assisting the Finance Coordinator in the implementation and follow-up of the Finance activities of the mission, while executing the accountancy and administration related tasks for the capital, according to DWBI protocols, standards and procedures in order to ensure documentary traceability and compliance to local labour and fiscal regulations.
 

Primary Responsibilities include

• Supporting the Finance Coordinator (FinCo) with delegated tasks to ensure proper management in the mission (budget, accounting, treasury, reporting, donors, auditing procedures, legal financial obligations, etc.) including the translation of documents and assisting in meetings upon request.
• Keeping updated on local laws and regulations and informing the FinCo of any changes or misalignment with the practices in place. Ensuring respect and strict compliance to DWBI standards (chart of accounts, quality of documents, guidelines, expense validation procedures, cash security rules, etc.)
• Carrying out delegated accounting tasks and activities for the capital, ensuring confidentiality on all finance issues related to DWBI as well as the strict control of all expenditures and the reliability of statements and documentation.
• Processing payments , ensuring that receipts and supporting documents meet the necessary quality standards.
• Filing and/or scanning hard copies of documents, entering information in the accounting software and performing monthly closing procedures for the journals under his/her responsibility.
• Following up on rental/service contracts and insurances dates and informing the FinCo on time to organize payments and renewals.
• When requested, replacing other members of the Finance/Accounting Manager or Project Administration Assistants during their absence.

Knowledge, Skills and Abilities:

• Desirable finance, business or administration related diploma
• Essential computer literacy (word, excel, internet)
• Good working knowledge on MS Office
• Working knowledge of Tally ERP9 required, including GST Accounting
• Working knowledge of FFC (Finance Field Connection)

DWBI Section/Context Specific Accountabilities :

Bookkeeping of accounts books of the Mission in Tally :
• Bookkeeping of all the vouchers into Tally.
• Verification of monthly financial accounts following pre-defined checklists.
• Responsible for the monthly/ year end closing and report to Compliance, Accounting and Legal (CAL) unit under the supervision of Finance and Accountancy Manager (FAM)/Deputy FinCo.
• Liaise with CAL unit concerning specific pre-defined observations issues related to conversion of books of accounts (e.g.
rectifications, clarifications, etc.)
• Audit development: Point of contact in terms of information to prepare, follow-up, coordination with other departments (Logistic, Medical and HR) with the supervision of FAM/Deputy FinCo.
• Audit follow-up: Ensure recommended action is put in place based on auditor’s suggestions & final report across the whole mission with the supervision of FAM/Deputy FinCo.
• Attend external / internal meetings regarding Accountancy implications as well as contribute to improve processes, taking into account MSF standard policies as well as Accountancy requirements.

Bookkeeping of accounts books of the Mission in Finance Field Connection (Cash & Bank India/Asia) :
• Bookkeeping of all the vouchers in the Cash Journal related to India (cash & bank) and to Asia (cash).
• Ensuring that expenditures are validated by the management as per the validation table.
• Prepare the vouchers related to the payments.
• Filing and archiving accounting documents.

Treasury and Financial Management
• Timely payment of invoices and legal commitments (e.g. rent, utility bills).
• Check the validity and authenticity of all the documents for payments as per DWBI standards and Indian Accountancy regulations.
• Manage and follow up advances on the basis of valid documents and timely reimbursement.
• Data review for account movements that feed the Budget Follow Up & Forecasting (BFUF) exercise for India project.
• Manages the coordination cashboxes (follow up of advances and keeping the advance book physical and reconciliation inventory).
• Weekly cash count.
• Prepare weekly and monthly reconciliations under the supervision of FAM.
• Report immediately any discrepancy in the Cash Box to FinCo.
• Management of DWBI Bank Account. Preparing payments and notifying to FinCo/Deputy FinCo for approvals.

Administrative tasks :
• Prepare, manage and follow up on different contracts such as rent agreements.
• Participate in the briefing for all new arrivals related to the financial guidelines (advances, per diems, personal calls, etc.).
