Under the overall guidance of DRR Officer, UNICEF, Hyderabad Field Office, the consultant will co-ordinate with the other consultants working in the Education, Child Protection, WASH, C4D and Health Department/Revenue Department (DM) in Andhra Pradesh to collaborate, design, develop, implement, monitor and suggest suitable measures to mainstream DRR and CCA measures, strengthen the humanitarian responses and evidence building for development technical notes for advocacy and programming.

• Previous experience working with SDMA is desirable qualification.
• Good communication and presentation skills in English.
• Fluency in spoken and written English is an essential qualification for this assignment.
• Working knowledge of Telegu or any South Indian language is desirable
• Should be proficient in using computers and the internet.
• Should have their own laptop, vehicle, camera, and other communication facilities.
• Proficiency in computer and internet use is required.
• Working experience in Andhra Pradesh is desirable

Rationale 

The need for consultant for AP is in the backdrop of four critical areas of support to address DRR outputs: Technical support for enabling the state for risk governance mechanisms through SDRF and SDMF grants; strengthen the MPCS for humanitarian response and most importantly to spear head the CSS in school education. The above works a person to be stationed in APSDMA to provide the necessary support, which is day to day administration and co-ordination with various departments /institutions.

Major tasks to be accomplished:

Under the overall guidance of DRR Officer, UNICEF, Hyderabad Field Office, the consultant will co-ordinate with the other consultants working in the Education, Child Protection, WASH, C4D and Health Department/Revenue Department (DM) in Andhra Pradesh to collaborate, design, develop, implement, monitor and suggest suitable measures to mainstream DRR and CCA measures, strengthen the humanitarian responses and evidence building for development technical notes for advocacy and programming.

Specific tasks will include:

• Prepare technical & advocacy notes for enhancing DRR and CCA measures (MPCS management, Flood Risk Management of Godavari River basin, and Comprehensive School Safety)
• Prepare Pilgrim Disaster Management plan for the Tirumala Tirupati Devasthanam’s (TTD) under Govt. of AP. 
• Technical support to HFO and APSDMA for preparing 26 DDMPs and SDMP for the state of Andhra Pradesh.
• Conduct capacity building programmes under SDRF for district officials – through DDMAs programmes to integrate Risk Informed Governance in different sectors.
• Follow-up with Department of School Education, AP to implement guidelines on school safety and security in the State.
• Conduct state level assessment on implementation on SFDRR roadmap activities in the state and prepare advocacy note with recommendations.
• Develop a comprehensive mitigation proposal for Godavari Flood Management and submit to state government.
• Facilitate state Government to organize activities on UN observation days.
• The consultant will provide support to APSDMA in Andhra Pradesh
