CATALYZE ECCE India program seeks to mobilize an ECCE consultant on a deliverable-based Short-Term Technical Assistance (STTA) consulting agreement to support the program’s Activity Management Unit in identification of co-investment opportunities, finalizing start-up technical documents, assisting with procurements, and client management of the program’s partners.

Primary Responsibilities include

Develop partnerships with philanthropic foundations to mobilize financial resources and enhance access to high-quality ECCE:

  •     Evaluate current collaborations and investments in the ECCE sector to understand the - scope and potential for expansion.
  •     Create a targeted list of philanthropic foundations to approach for potential partnerships and funding prospects.
  •     Develop a detailed action plan, including timelines and responsibilities, to secure partnerships with philanthropic foundations for co-investment in high-quality ECCE.
  •     Prepare a compelling pitch showcasing the significance of investing in high-quality ECCE and the potential impact of their support.
  •     Collaborate with philanthropic foundations to identify specific activities or projects within the ECCE sector aligning with their objectives.
  •     Discuss the financial commitments required from each partner and determine appropriate funding models for co-investment.
  •     Develop a memorandum of understanding (MOU) or partnership agreement outlining the roles, responsibilities, and financial commitments of each party.

 

Assist ECCE India Activity Management Unit in procuring an implementing partner based in India:

  •     Provide inputs for the development of the Request for Proposal (RFP) for the implementing partner.
  •     Socialize the implementing partner RFP with potential bidders to ensure the RFP reaches a broader pool of qualified candidates.
  •     Support the Activity Management Unit in organizing the Bidders' Conference for the implementing partner’s RFP
  •     Serve as a member of the Technical Evaluation Committee (TEC) for the implementing partner's RFP.
  •     Assist the Activity Management Unit in the onboarding process for the selected implementing partner.

 

Establish strong relationships with relevant government agencies and key stakeholders in Telangana and Rajasthan states to secure government buy-in:

  •     Conduct meetings with state and district-level government agencies and key stakeholders to identify common objectives and priorities in supporting high-quality ECCE delivery.
  •     In collaboration with the relevant government agencies, determine the districts for program implementation.
  •     Develop partnership agreements with relevant government agencies at the state and district levels.
  •     Provide technical expertise to inform and guide the development and implementation of the ECCE India technical approach:
  •     Collect and analyze data to finalize the ECCE India activity’s technical approach.
  •     Represent ECCE India in meetings with key stakeholders and participants.
  •     Maintain close coordination with the Palladium’s D.C. office, providing regular updates on activities progress.
  •     Hold weekly meetings with the Activity Lead to address additional tasks as necessary.
  •     Travel periodically to meet with relevant government agencies and potential stakeholders.

 

Knowledge, Skills and Abilities:

 

  • Demonstrated leadership in the administration of similarly sized international donor supported programs with skills in strategic planning, management, and implementation. Prior USAID experience preferred.
  • Evidence of strong skills in technical design, research, multistakeholder engagement, strategic planning, management of complex processes, adaptive management, communications and/or knowledge management.
  • Proven ability to develop and communicate a common vision among diverse partners and the ability to work with multi-disciplinary teams.
  • Evidence of effective communication skills, both interpersonal and written, to fulfil the diverse technical and managerial requirements of the program.
  • Proven knowledge of ECCE sector, public and private sector engagement. Knowledge of private sector, and blended finance preferred
  • Knowledge of USAID programming, approaches, and policy, including terminology, processes, and tool preferred
  • Strong ability to communicate effectively and professionally in local languages and English.
