ICF is seeking candidates for the role of Chief of Party (COP) for the anticipated five-year, U.S. Agency for International Development (USAID)-funded Health Systems Strengthening and Building Resilience to Future Pandemics and Climate Change Activity in India.

The purpose of this five-year project is to ensure India’s health system is prepared to prevent and respond to future challenges it faces such as climate change, emerging infectious disease outbreaks, and epidemiologic transition through comprehensive integrated primary healthcare, strengthening the continuum of care offered from the primary to secondary and tertiary facilities, expanded disease surveillance, maximizing the efficiency of public health financing, and increasing private sector engagement to improve health outcomes. 

Primary Responsibilities include

 

  • Provide agile and high-quality leadership to the project’s interventions in India, overseeing the technical and strategic direction of a $135 million, 5-year USAID investment.
  • Build upon the documented successes and lessons learned of concurrent and predecessor efforts in strengthening national programs’ infectious disease response, technical capacities, and human resourcing to ensure that all relevant lessons learned are applied and adapted in implementation.
  • Provide oversight and strategic guidance for all project activities ensuring key results are consistently delivered and key lessons are broadly disseminated to key stakeholders.
  • Apply a deep understanding of the global health, infectious disease, tuberculosis (TB), and climate sectors to ensure the project responds to and leverages all relevant global, regional and national efforts.
  • Make programmatic decisions and troubleshoot implementation challenges; oversee program data quality compliance, including development of data tracking and monitoring systems USG or donor funding audit standards; and oversee sub-grant development, including compliance with programmatic objectives and ICFdonor financial and administrative regulations.
  • Serve a critical role as liaison and facilitate meetings between high level project stakeholders across multiple fora, including serving as the primary interface with the client.
  • Establish and maintain effective and highly collaborative communication channels with USAID/Washington, USAID Missions, Ministry of Health (MOH), World Health Organization (WHO), and other national and regional health entities and stakeholders, international organizations, etc.
  • Oversee project management processes and methodologies to ensure projects results are delivered on time, within the budget and adhere to high quality standards.
  • Provide strategic guidance to the project’s learning, documentation, and dissemination of findings, impact, innovations, and lessons learned.
  • Ensure the project’s timely and complete submission of high-quality work plans, quarterly and annual reports, monitoring and evaluation (M&E) reports, financial reports, and any other deliverables required by USAID.
  • Use professional judgement in handling information and demonstrate sensitivity to project team, individual, and all levels of organizational concerns; 
  • Make use of data, statistical and quantitative analysis, explanatory and predictive modeling, and fact-based management to drive decision making.
  • Mentor and support the success of junior and senior leadership team members within ICF and its subrecipients.
  • Apply the principles set forth in USAID’s Office of Infectious Disease Development policy to the strategic and tactical approaches of the project to meet national and global technical assistance (TA) and staffing needs.

 

Knowledge, Skills and Abilities:

 

  • Have strategic vision, leadership qualities, depth and breadth of technical expertise and experience, solid management experience, strong interpersonal, written, and oral presentation skills to fulfill the diverse technical and managerial requirements of the program description.
  • Experience designing, managing, and implementing complex and comprehensive global health security, infectious disease prevention, and/or national health systems projects. 
  • Experience with USAID project management, agency policies, regulations, and (monitoring, evaluation, and learning (MEL) reporting requirements
  • Prior leadership of global health or infectious disease prevention projects in India .
  • Experience working with national and sub-national level government officials and health providers and other relevant stakeholders.
  • Demonstrated ability to manage multi-component projects with multi-functional teams and international consultants.
  • Demonstrated commitment to locally led, equitable solutions. 
  • Experience working in India’s healthcare, environmental, and/or laboratory sectors.
  • Advanced communication, writing, English fluency and interpersonal skills
