Monitoring, Evaluation and Assessment

We are urgently looking for a highly passionate professional to work closely with the Manager – Municipal Shared Services in a key role that balances active project management, urban planning / development needs, urban governance research, and related collateral creation.

Janaagraha has partnered with the Housing & Urban Development Department of Govt. of Odisha to undertake deep reforms across the State. The proposed program aims to strengthen State Capacities by focusing on Public Finance Management, Organizational Development (Process & People), and Participatory Governance.

Janaagraha believes that a select range of reforms across these areas has the potential to bring about irreversible positive change in delivery of municipal services in Odisha, which can be replicated and scaled across India.

Primary Responsibilities include

Support Manager in development & implementation of Municipal Shared Service models –

  • Ideating, experimenting, and scaling Municipal Shared Service models across Odisha
  • Designing and undertaking landscape studies to map the service lifecycle of municipal services capturing the process, people, and finance involved in delivery of such services
  • Develop viability matrixes for evaluating Municipal Shared Services models
  • Undertake a thorough literature review to create a robust database of available literature on Municipal Shared Service models
  • Lead on-ground implementation of Municipal Shared Service models in Odisha
  • Coordinate with multiple stakeholders in troubleshooting implementation challenges and ensuring timely resolution to meet agreed timelines with the government
  • Record project learnings and create knowledge products for disseminating learnings

Support Manager in project management, inter alia:

  • Maintain periodic review and reporting for progress on project deliverables, JCCD / Institutional, Government and Donors as per commitments to each of them, in detailed templates ensuring action items are recorded and communicated effectively
  • Manage detailed project plans for a wide range of projects across the existing streams or anew that emerge with government, interfacing with multiple stakeholders as necessary

Knowledge, Skills and Abilities:

 

  • Experience in social venture consulting or business consulting or not-for-profit organizations; Work with Government / Urban Development sector is preferred but not necessary
  • Additional working knowledge of software (e.g. GIS, Stata, In-Design / Photoshop / Corel) will be added advantages
