Monitoring, Evaluation and Assessment

The Monitoring, Evaluation, and Learning (MEL) Director is a full-time position and will be responsible for leading the design and implementation of the program monitoring and evaluation framework and information system to track delivery against targets/projections, indicators, outcomes, and impact. They will be responsible for ensuring valid and verifiable data collection, reporting, and analysis, and communicating program results to USAID and external stakeholders. They will link M&E data to a process of learning and iterative adaptation.

Primary Responsibilities include

 

  • Lead the development and monitoring of MEL workplans, and review and update the project’s MEL plan on an on-going basis.
  • Develop and implement a framework for project results measurement, accountability, learning and development effectiveness to measure and report project success, including articulation of Theories of Change (ToC).
  • Support data analysis and routinely share data with project management and technical leads to promote evidence-based programming, providing timely feedback in relation to project targets, work plan activities and objectives, and gaps in programming.
  • Work closely with the technical leads of project components to ensure compatibility and coordination within the M&E framework and ensure that the MEL system adheres to USAID guidelines and meets the needs of the program for learning, analysis, and reporting.
  • Focus on strengthening the M&E system, building capacity of partners and staff in producing valid and reliable data that meets donor requirements, and improving alignment and support to host-country M&E systems.
  • Develop and design M&E and project systems to track program progress against indicators, collecting and verifying data and maintaining performance monitoring plans.
  • Provide high quality and timely contributions to and submission of all required project reports, including documentation of success stories, summary of learning agenda findings, annual workplans, and quarterly and annual donor reporting.
  • Using the Collaborating, Learning and Adapting (CLA) approach, develop and lead the implementation of a robust learning agenda for continuous learning, collaboration, and adaptation.

 

Knowledge, Skills and Abilities:

 

  • Demonstrated experience in establishing and managing MEL systems that track project performance and results.
  • Proficiency in data analysis software and demonstrated experience in monitoring tools related to health programs.
  • Experience managing and executing M&E activities for complex donor-funded projects in India, including experience leading M&E teams in large international development programs and prior experience conducting quantitative and qualitative research in field-based positions.
  • Demonstrated experience in gathering, organizing, and analyzing large amounts of data as well as the ability to design manageable, transparent M&E systems that report progress against indicators.
  • Strong understanding of USAID regulations and M&E reporting requirements, preferably in the health sector.
  • Strong interpersonal, writing, and oral presentation skills in English.
  • Demonstrated ability to create and maintain effective working relations and build consensus with host country government personnel stakeholders, NGO partners, and international donor agencies.
  • Ability to multi-task and keep track of concurrent activities and deadlines while maintaining attention to detail.
  • Demonstrated analytical skills to measure the outcomes of the project’s activities and support project supervision.
