Achieving Foundational Literacy & Numeracy at Scale

About the Roundtable

India's NIPUN Bharat mission targets universal foundational literacy and numeracy by Grade 3, yet last-mile implementation gaps persist across states. This roundtable convenes senior CSR decision-makers and FLN implementation partners to move past theoretical commitment into concrete, co-fundable action. Anchored in evidence from ASER, NAS, and state SIG (State Implementation Group) data, the session will surface replicable delivery models, de-risked investment structures, and blended partnership frameworks — including with SCERTs, DIETs, and Samagra Shiksha — that CSR capital can scale immediately. Participants leave with a shortlist of investment-ready opportunities, not a summary of the discussion.

Agenda & Timeline

Follow the session flow from opening context to partnership next steps.

Opening remarks setting context: NIPUN Bharat's 2026-27 targets, current national FLN gap per ASER/NAS data, and the session's action-oriented mandate.

State of FLN: Where India Stands Rapid data-led briefing on current FLN outcomes — state-wise NIPUN Bharat progress, Nipun Lakshya Vedika benchmarks, and gaps between mission targets and ground reality.

Panel: Barriers to Scale — Teacher Capacity, Assessment & Last-Mile Delivery Structured panel on systemic bottlenecks: teacher training saturation, formative assessment gaps (e.g., FLN tracker adoption), community engagement shortfalls, and multilingual instruction challenges in high-need states.

Ms. Ruchika Kumar, Editor, TheCSRUniverse

Breakout Discussions: Scalable Models That Work Small-group deep dives on specific scalable interventions — teacher coaching at scale (cascade/mentor models), tech-enabled assessment (tablet-based ASER-style tools), community-led remedial models (Teaching at the Right Level).

Ms Ruchika Kumra, Editor, TheCSRUniverse

Breakout Report-Back & Synthesis Each breakout nominates a spokesperson to share one scalable model and one specific CSR ask (funding, capacity, or convening support).

Ms Ruchika Kumra, Editor, TheCSRUniverse

Panel: CSR Contribution & Collaboration Models Focused discussion on how CSR capital can de-risk scale-up — pooled CSR funds, outcome-based financing, PPP structures with state SIGs, and multi-year vs. project-based commitments.

Ms Ruchika Kumra, Editor, TheCSRUniverse

Live Poll Results & Priority Mapping Real-time synthesis of audience poll data to identify top 2–3 collaboration models the group prioritizes for follow-up.

Ms Ruchika Kumar, Editor, TheCSRUniverse

Closing & Next Steps Confirmation of follow-up mechanism (working group, concept note circulation, or bilateral matchmaking) and thank-you.
